Open Rails Track Viewer error

My pc crashed and i had to reinstall everything. Now for some reason when i try to open this one route in Track Viewer i get a message "Route cannot be loaded. Sorry " in the white box.
When i move the white box it says "Loading road track database.rdb .... " I deleted the .tdb and the .rdb and spent 3 days installing the roads and tracks back in and still the same.
But for some reason if i delete the activity folder that is empty it works , i can make all the paths then add the activity folder to make the activities.
Any ideas why

If you change the track layout, all the paths on it will be lost because they no longer match.

nothing got change and the activity. paths. service and traffic folders are all empty
